Pierre Bauby offers a historic, economic, political and legal synthesis of the process of the Europeanization of public services. He analyses the historical rupture which represented the transition from a traditional mode of organization and regulation according to each individual nation-state, to a definition of principles and norms at the community level (for all the affected fields and sectors).
If he admits the diversity of public services in Europe, but also their unity, he shows that three heavy trends structure these transformations: the big steps of this Europeanization, the weight of cultures and national traditions, and the specific logistics of each sector.
Far from being only a "big market", the European Union elaborates a new, common conception of publics services as part of a European model of society.
