Since Venezuela's election of Hugo Chavez in 1998, Latin America has experienced a massive leftward shift. During the 2000s, emblematic figures such as Lula in Brazil enjoyed a string of electoral and economic successes. The continent has reached growth rates that Europe can only dream of, and witnessed a net drop in poverty and inequalities. Has the Latin American Left found the recipe for equitable development?
Offering an overview of the reforms initiated by the Left over the past decade, this work reveals the diversity and scope of the reforms in the context of a political and social history marked by exclusion. It highlights the unique combination of pragmatism and rigor characterizing the Latin American experience: without totally challenging the neoliberal policies of the 1990s, governments managed to restore the political role of the State in the promotion of development, thereby bringing about lasting change.
The author: Olivier Dabène holds a Ph.D. in political science from the Institut d'Etudes Politiques of Grenoble. He is Director of the Observatoire Politique de l'Amérique Latine et des Caraïbes.
