Ni groupe du Nord, comme le G8, ni groupe du Sud, comme le G77, il réunit des pays développés et des « émergents » qui sont à la fois riches et pauvres (Inde, Brésil), des démocraties et des régimes autoritaires (Chine, Russie), des gouvernements laïcs et religieux (Arabie Saoudite, Indonésie). Contrairement aux autres clubs réservés aux États, il comprend aussi une organisation régionale, l'Union européenne, vingtième membre du G20. En diversifiant ses interlocuteurs – agences de l'ONU, monde des entreprises, partenaires sociaux –, il répond à une demande croissante de participation au plan international. Il a favorisé une redistribution du pouvoir, longtemps réclamée par le FMI. Pourrait-il aider aussi l’ONU à se réformer ? Neither a global directory nor a new world order, nor a crisis team for failing economies, the G20 appears more as a venue for observation, experimentation and invention of new modes of international cooperation at the heart of a doubly "emerging" world.
