Les politiques extérieures européennes dans la crise

Identical situations, identical cons-traints : France, the Fédéral Republic of Germany, the United Kingdom, Italy and the other West European countries e.xperienced in 1973-1974 the same économie and financial crisis. Hence a common major objective in their foreign policies : to strengthen the do-mestic économie, social and political ba­lance. Why not, then, identical foreign poli­cies ? Différent actors played domestic poli-tics for différent stakes. Political cultures, memories, aspirations and fears vary from one country to another. The convergence of préoccupations may lead to rivalry as well as parallel action.Even parallelism and convergence do not imply common action, in the absence of communal feeling and community machinery, under conditions of common impotence.
