The impotence of the EU in the face of "ethnic cleansing" in Bosnia-Herzegovina represents a grave lack of all the values European unity is based on. It is a bad omen for the will and the capacity of Europeans to assure their own security and to evaluate events in a serious way. Must Europe, an economic and civil power, continue to depend on its North American ally? This book rests on the conviction that another way is necessary. It is about building a political Europe not in spite of national differences, but through valuing its diversity, both national and regional, as an asset. This political approach must respond to the challenges of globalization and the emergence of new non-state actors.
