Over 300,000 job offers were left unfilled in 2017, even though there are 3.5 million unemployed people in France. This book weighs the relative importance of the various factors involved in this discrepancy in labor market supply and demand: those looking for work may not have the skills businesses are looking for; they may not live in the regions where jobs are being created; recruiters and jobseekers may not have access to relevant information; and wages may not be playing their role in balancing the market.
It then examines the effectiveness of traditional tools used for labor market matching – training, relocation grants, unemployment benefits, support for jobseekers and businesses – and explores new approaches inspired by both cognitive and data sciences.
