Europe is not “removed from the rest ofthe world” as is sometimes claimed. As a civil power without equal, the European Union combines diplomacy and trade, cooperation and sanctions, mediation and peace-keeping. It plays a central role in regulating globalisation at the WTO, in North-South relations, in the international promotion of democracy, in conflict-management, the fight against terrorism and nuclear non-proliferation agreements.
The question arises as to whether collective diplomacy is still possible in a union made up of over 25 member States.
